According to a USCIS memo prepared by William R. Yates, Associate Director for Operations, dated August 8, 2004, the answer is yes.

The memo clarifies:

If an eligible F-1 or J-1 nonimmigrant remains within their respective 60-day (F-1) or 30-day (J-1) grace period, they are eligible to file for a change of status (COS) to H-1B, provided the filing is made within that grace period.

This means that as long as you file your change of status application while still in your grace period, the application is considered timely filed.
